Purpose – This study examines the relationship between the principles of intelligence in the modern world and the ethical values and strategies contained in the verses of the Qur'an, especially QS. Ali 'Imran [3]:137 and QS. Al-An'am [6]:11. The main focus is directed on the relevance of the concept of tajassus (reconnaissance) and the command to walk on earth in forming an ethical and strategic framework for intelligence practice in the era of turbulence.
Design/methods/approach – The methodology used is a thematic-contextual hermeneutic approach to the Qur'an, combined with a review of the literature from contemporary intelligence figures such as Glen Hastedt, B. Douglas Skelley, Myriam Dunn Cavelty, Richard K. Betts, Jonathan Pinkus, and Michael Warner. This research is qualitative-analytical and uses library research as the main data source.
Findings – The findings of the study show that the Qur'an does not reject intelligence practices as long as they are carried out ethically, with the intention of maintaining the stability of the country, and are not motivated by hatred or pollution. These verses contain an analytical, reflective, and exploratory spirit that is in line with the demands of the modern intelligence world which is now faced with great challenges in the form of global uncertainty, politicization of information, and data ambiguity. In this situation, intelligence is required to rely not only on technical rationality, but also on reflective rationality as a more adaptive methodological and ethical framework.
